When logged in, I can't visit community core vision repository tag

Description
I was exploring the community core vision project and I noticed that:
- if I'm not logged in I can enter the repository tag;
- if I'm logged in I can't do that and an 403 error page appears.
Is it a bug?

I think I resolved this... it was issue with Observers not being able to Browse Repositories
